                                      Please some one who is exposed to Gujarat and Gujarat governmental service throw some light.

I pay 5 rupees extra for a chilled beer (what if there is PROHIBITION in Gujarat?)

50 rupees for a minor traffic rule violation

500 rupees for a community certificate

5000 rupees for tatkal-passport application

 Over 20% of the project cost is paid as bribe to the govt.officials and political executives reportedly by  PWD contractors.

I pay around 3% of the cost as “service charge” while registering a land/flat.

A pensioner pays 10-100 rupees of his meager monthly assistance to the post man and other govt.officials.

Although teaching faculties in government run educational institutes are well-paid and are provided with better conditions of service there is neither accountability nor self-motivation generally among them that makes govt.schools function dismally.

MNREGA guarantees assured minimum wage to and expects predetermined task contribution from beneficiaries. But neither do I complete my part nor do  they pay me the promised minimum wage.

On an average over 70% of the medical expenses people incur are for purchase of medicines. A neighbourhood medical representative claims that cost of the product involves the minimal 20% commission paid to the patronizing medical practitioner.

The sub-urbs around metropolitan cities see unbridled urbanisation. Panchayat Presidents of those areas demand a portion of the project cost to part with the NOC ( No Objection Certificate), mandatory for any residential/commercial projects approval. 

There are reportedly many cases of failure of co-operative societies and self-help groups operated directly/indirectly by members of ruling political parties and/or whose beneificiaries are politically influential. These institutions look out for waiving off of their loans, causing loss of crores and crores of exchequer’s money.

Public Distribution System(ration system) guarantees subsidized food grains but sub-standard products at less than the prescribed quantity are delivered to the public by the PDS operators. The general public cannot question them.

Jewelry shops and even electronic-durable merchants provide a discount to the buyer if they opt for “no-bill” transactions.

The forest officials right  from the rank and file facilitate uncontrolled exploitation of forest resources and felling of tress for a ransom.

So is it sufficient to facilitate corporate companies?
